PSEB Registration in Pakistan: Fees, Documents and Benefits
By the AlimcoSoft team, Islamabad
PSEB is the Pakistan Software Export Board. Registering with it gives IT companies, freelancers and call centers access to its incentives, including a lower tax rate on export income.
The fees and rules below come from PSEB's own website, read on 2 November 2026. Its old address, pseb.org.pk, now redirects to techdestination.com, and registration runs through portal.techdestination.com. We are a software house, not tax advisers, so confirm your own tax position with one before you rely on any figure here.
PSEB registration fee at a glance
PSEB lists these fees for new members:
- Freelancer: Rs. 1,000
- Company or firm under 12 months old: Rs. 5,000
- Company or firm over 12 months old: Rs. 10,000

- PKR 100 to 300 million: Rs. 20,000

- Freelancer renewal: Rs. 2,000
- Call center renewal: Rs. 20,000 for the main office and Rs. 10,000 per branch, with a Rs. 10,000 late surcharge
Documents for companies and firms
Call centers need the same documents:
- Business NTN
- Business bank account opening or maintenance certificate
- CNIC, both sides, of the owner, stakeholders or partners
- Passport of any foreign owner, stakeholder or partner
- Partnership deed, for an association of persons
- Form C, for registered firms only
Documents for freelancers
PSEB asks freelancers for three things:
- Personal NTN, with no business attached
- Personal bank account opening or maintenance certificate
- CNIC
How to register with PSEB
Get your NTN sorted first, because every category needs one. Then follow these steps:
- Register with FBR through the IRIS portal and get your NTN
- If you are forming a company, register with SECP through its eServices portal; if you are a partnership, register the firm and get Form C
- Open the bank account and get the certificate from your bank
- Create an account at portal.techdestination.com and choose company, call center or freelancer
- Upload your documents
- Pay by debit or credit card through the portal, or by pay order
How long PSEB registration takes
PSEB says SECP-registered companies and call centers take about 9 minutes. Everyone else, including freelancers and call centers that are not SECP-registered, takes up to 1 working day after submission.
Mistakes in your documents can add time, so check that the names on your NTN, CNIC and bank certificate match before you start.
How PSEB renewal works
For renewal, PSEB only asks for your latest tax return (Form 114 from FBR). Your original registration date stays on the certificate and only the year changes, including if you renew late.
Benefits of PSEB registration
PSEB lists these benefits on its website:
- 0.25% tax on export proceeds of IT and IT-enabled services, against 1% for non-registered companies
- 100% tax credit for registered startups for 3 years
- Up to 50% of export remittances can be kept in a foreign currency account for business expenses
- Subsidised certifications such as CMMI, ISO 27001 and ISO 27701
- Free or subsidised technology training and professional certifications
- Matchmaking with international customers, investors and partners
- Office space in Software Technology Parks, with rental and bandwidth subsidies under its 25 STPs initiative
- Subsidised places at international exhibitions and conferences
- Insurance packages for employees through State Life at reduced rates
- Help with visas for business travel
Is PSEB registration worth it?
If you export IT services, the sums are usually simple. On Rs. 10 million of export income, 1% is Rs. 100,000 and 0.25% is Rs. 25,000. That Rs. 75,000 difference is several times a new company's Rs. 10,000 fee. This is an illustration of PSEB's stated rates, not tax advice.
Call centers have less of a choice. PSEB says only registered call centers are considered legally operated by PTA and law enforcement authorities, and it offers a single window for VoIP whitelisting.
Hiring a software house? Ask about PSEB
If you are buying software rather than selling it, a PSEB certificate is one quick check that a software house is a real, registered business. It is not a measure of quality, so still look at live work and speak to the people who will build your project.
